Recent Developments
December 2024: Province proposes Safer Municipalities Act, 2024
Background:
In December 2024, the Province announced the Safer Municipalities Act, 2024. If passed, the Act would permit police officers and other provincial offences officers to direct individuals to stop using illegal substances or to leave public spaces. The Act also allows police officers to issue a ticket or arrest non-compliant individuals. Individuals found guilty of violating this legislation, including those in encampments, could face fines up to $10,000 or up to six months in prison.
The introduction of the Act was accompanied by the announcement that supervised drug consumption sites located within 200 metres of a school or daycare would be closed. These sites were given the option to apply to become Homeless and Addition Recovery Treatment (HART) hubs, a new addictions treatment and recovery program.

PRO's Response:
PRO has consulted with members and is aware that encampments, supervise drug consumption sites, and public consumption of illegal substances remain an important and challenging issue for many of our members. PRO will continue to engage with members on these issues to determine the best pathway to engage with elected officials.

Outcome:
The Safer Municipalities Act, 2024 proposal was open for comment until January 13. 2025. Decision on the approval of the Act is pending.​
